Extends the validity period for enhanced driver licenses and enhanced official state personal identification cards that expired between March 1, 2020 and August 1, 2021, allowing them to remain valid for 120 days after their expiration date.

Allows the Secretary of State to waive late renewal fees for enhanced driver licenses and identification cards that expired after March 31, 2021 but before August 1, 2021 if renewed within 120 days of expiration, with reimbursement available upon request.

Requires applicants in the address confidentiality program to present their participation card when applying for enhanced driver licenses or identification cards, with corrected cards displaying a designated address instead of the residence address.

Establishes that enhanced driver licenses and identification cards must include security measures and may include encrypted radio frequency identification technology limited to randomly assigned numbers, with applicants required to sign a declaration acknowledging their understanding of the technology.

Makes amendments retroactively effective and ties the act's effectiveness to the enactment of Senate Bills 507 and 509 from the 101st Legislature.
