Extends the validity period for Michigan state personal identification cards that expired between March 1, 2020 and August 1, 2021, allowing them to remain valid for 120 days after expiration instead of becoming immediately invalid.

Waives late renewal fees for identification cards expiring after March 31, 2021 but before August 1, 2021 if renewed within 120 days of expiration, and requires the Secretary of State to reimburse any late fees already collected.

Allows individuals to obtain duplicate identification cards starting July 1, 2021 for $10.00 when cards are lost, destroyed, mutilated, or become illegible, with the option to renew or get a duplicate expiring on the original card's date.

Adds provisions for displaying communication impediment designations (such as deafness or autism spectrum disorder) on identification cards to assist law enforcement, accessible through law enforcement databases beginning July 1, 2021.

Requires the act to take effect only if Senate Bills 507 and 508 of the 101st Legislature are also enacted into law, with immediate effect upon enactment.
