Creates misdemeanor offense (up to 93 days imprisonment or $500 fine) if a minor obtains an improperly stored firearm and either possesses it in public or in the presence of another person in a careless, reckless, or threatening manner.

Establishes felony offense (up to 5 years imprisonment or $5,000 fine) if a minor obtains an improperly stored firearm and uses it to inflict injury or death on themselves or another person.

Provides exceptions for minors who obtain firearms with parental permission for employment, ranching, farming, target practice, hunting, firearm safety instruction, lawful self-defense, or through unlawful entry/theft of premises.
