Changes the legislative rationale for Juneteenth National Freedom Day to reference President Abraham Lincoln's Emancipation Proclamation (effective January 1, 1863) instead of Congress passing the Thirteenth Amendment (January 31, 1865)

Maintains the observance of Juneteenth National Freedom Day on the third Saturday in June each year to commemorate when enslaved people in western states learned of their freedom on June 19, 1865

Makes technical amendments to the Sojourner Truth Day section, including changing "the state of Michigan" to "this state" and revising grammatical references to "equal rights for women" and "other significant social reform"

Preserves November 26 as "Sojourner Truth Day" annually to honor Sojourner Truth's 26-year residence in Michigan and her contributions to abolition and human justice movements
