Establishes motorsports event licenses allowing owners of motorsports entertainment complexes to sell beer, wine, and spirits during sanctioned motorsports events, with license fees of $250 for beer and wine only or $600 for all spirits.

Permits qualified licensees (bars, restaurants, and manufacturers with tasting rooms) to fill and sell alcoholic liquor in sealed containers up to 1 gallon for off-premises consumption, with delivery allowed to consumers age 21 and older through employees or third-party services until January 1, 2026.

Authorizes local governments to designate social districts with commons areas where qualified licensees can serve alcoholic liquor in branded, non-glass containers up to 16 ounces for consumption within the shared area, subject to local management plans and a $250 permit fee, with this authority expiring January 1, 2025.

Allows public patrons at least 21 years old to bring outside beer and wine into motorsports entertainment complexes during events and consume it in public areas with licensed premises.

Act takes effect immediately upon approval on July 13, 2021.
