Prohibits retail vapor product sellers from advertising vapor products to minors or in violation of the federal Family Smoking Prevention and Tobacco Control Act (Public Law 111-31).

Bans free sample distribution of vapor products, including any component or part thereof.

Requires health warning statements on all vapor product packages and accompanying all vapor product advertisements.

Establishes civil infraction penalties: first offense up to $500, second offense up to $1,000, and third or subsequent offense up to $2,500 per calendar year.

Bill takes effect only if Senate Bills 572, 574, and 575 are also enacted into law.
