• Authorizes auto dealers to process vehicle registration applications and renewals on behalf of vehicle owners, including title transfers, registration plates, and certificate renewals.

• Allows dealers to charge a service fee of no more than 10% of the total cost to the person if the service was provided by the Secretary of State.

• Exempts transactions completed by dealers from the Secretary of State's standard transaction fee under section 801(3)(b).

• Requires vehicle owners to appear in person at a dealer location if the service would normally require in-person appearance at a Secretary of State office.
