Prohibits manufacturing, selling, offering for sale, distributing for sale, or distributing for use of food packaging containing intentionally added PFAS, bisphenols, or phthalates in any amount greater than incidental presence, effective January 1, 2023.

Defines "bisphenols" as industrial chemical compounds in hard plastics and epoxy resins, including bisphenol A and numerous derivatives, excluding alkyl-substituted bisphenol compounds from xylenol-aldehyde processes.

Defines "food packaging" as containers or wrappers for direct food contact, including unsealed receptacles, wrapping film, bags, tubs, and plastic disposable gloves used in commercial or institutional food service.

Defines "PFAS" as chemicals containing perfluoroalkyl or polyfluoroalkyl substances, specifically those with at least one fully fluorinated carbon atom for food packaging purposes.

Defines "phthalates" as organic chemicals that are esters of phthalic acid with two carbon chains in the ortho position, and "incidental presence" as unintended or undesired chemical ingredients.
