Expands whistleblower protections under the Whistleblowers' Protection Act to cover reports of suspected violations, planned violations, and requests to participate in or cover up violations or planned violations of state, local, or federal laws and regulations.

Prohibits employers from discharging, threatening, or otherwise discriminating against employees regarding compensation, terms, conditions, location, or privileges of employment based on whistleblowing activity.

Maintains existing protection for employees who report violations in good faith, while excluding false reports from protection.

Applies to reports made verbally or in writing to any public body or in response to requests by public bodies to participate in investigations, hearings, inquiries, or court actions.

Takes effect 90 days after enactment into law.
