Amends Section 1177 of the Revised School Code to modify immunization submission requirements by removing the specific 2014-2015 school year reference and clarifying that students enrolling in grade 7 for the first time must submit immunization documentation alongside other first-time enrollees.

Adds Section 1177b prohibiting school districts, intermediate school districts, and public school academies from requiring students to receive Emergency Use Authorization (EUA) vaccines as a condition of school attendance, transportation, or participation in school-sponsored activities and events.

Adds Section 1177c requiring schools that mandate COVID-19 vaccines (with final FDA authorization) to provide a waiver process allowing parents or eligible students to request exemptions based on religious convictions, medical contraindications, or vaccination in progress.

Prohibits discrimination against students based on EUA vaccination status or COVID-19 vaccine waiver status, including restrictions on segregated seating, mandatory masking, differential fees, or exclusion from athletic activities.

Enacting clause conditions the bill's effectiveness on the simultaneous enactment of Senate Bill No. 602.
