Requires school districts, intermediate school districts, and public school academies to establish a waiver process allowing parents or guardians (or students 18+ or emancipated minors) to opt out of face mask policies.

Prohibits schools from requiring students with approved mask waivers to wear masks while entering school, riding school buses, or participating in school-sponsored activities and events including sports, band, theater, and field trips.

Bars schools from discriminating against students based on mask waiver status, including through segregated seating, differential fees for activities, or exclusion from interscholastic athletics.

Prohibits schools from requiring asymptomatic students to be tested for COVID-19 as a condition of attending school, riding buses, or participating in school-sponsored activities and events.

Takes effect only if Senate Bill No. 603 of the 101st Legislature is also enacted into law.
