Prohibits individuals employed by organizations to circulate ballot question petitions from intentionally making false statements or misrepresentations concerning the contents, purport, or effect of the petition to signers or potential signers.

Prohibits employed circulators from knowingly and willfully circulating, publishing, or exhibiting false statements or misrepresentations about ballot question petitions for the purpose of obtaining signatures or persuading individuals to sign.

Requires invalidation of all signatures obtained by a circulator who violates these provisions regarding ballot question petitions proposing constitutional amendments, legislation initiation, or referendums.

Applies the same prohibitions and penalties to individuals employed to circulate recall petitions, including bans on false statements and misrepresentations about the contents or effect of recall petitions.

Mandates invalidation of all signatures obtained by a circulator who violates the recall petition provisions.
