Permits agricultural commodity groups and joint agencies formed under the Michigan energy employment act to hold electronic meetings under any circumstances, not just for specific absences.

Allows public bodies to hold electronic meetings through March 31, 2021 for any reason, then restricts to only military duty absences after December 31, 2021, except for agricultural commodity groups and joint agencies.

Requires public bodies maintaining websites with regular meeting updates to post advance electronic meeting notices at least 18 hours before the meeting on their homepage or a dedicated public notices webpage.

Mandates that electronic meeting notices explain the reason for electronic format, participation instructions (including phone numbers or internet addresses if needed), how to contact members, and accessibility for persons with disabilities.

Requires agendas for electronic meetings to be posted on accessible websites at least 2 hours before the meeting begins, and prohibits public bodies from requiring attendees to register or provide personal information to participate.
