Requires state agencies and the Department of Management and Budget to use competitive, qualifications-based selection processes when procuring architectural, engineering, and land surveying services.

Mandates publication of notices requesting statements of interest, qualifications, and performance data from qualified firms for proposed projects.

Requires evaluation of firms based on qualifications, personnel ability, past record and experience, and other applicable qualifications-based factors, with ranking of the most qualified firms.

Establishes a negotiation process starting with the highest-ranked firm, with ability to move to next-ranked firms if satisfactory contract cannot be reached.

Allows waiver of these requirements for emergency situations or when project costs are less than $250,000.
