Prohibits licensees from allowing machines that directly dispense alcoholic liquor to customers, with specified exceptions.

Permits dispensing machines in hotel bedrooms/suites for class A or class B hotel licensees without restrictions.

Allows table-top dispensing machines at on-premises establishments if they dispense no more than 96 ounces per order, do not dispense spirits, are ordered through staff, and are monitored by licensee staff.

Permits standalone dispensing machines activated by secure key cards attached to customers if they dispense no more than 16 ounces of beer, 12 ounces of wine, or 12 ounces of mixed spirit drink per serving, with a 32-ounce limit before reactivation by staff.

Establishes penalties up to $2,000 for violations of dram shop liability requirements associated with key-card dispensing machines, and rescinds prior rule R 436.1045.
