Requires the Michigan State Capitol Commission to manage day-to-day operations of the State Capitol Building and grounds of the Michigan state capitol historic site, subject to section 6 of the Michigan state capitol historic site act (2013 PA 240).

Clarifies that the Senate must manage and operate its own buildings and grounds, and the House of Representatives must manage and operate its own buildings and grounds, outside of the Michigan state capitol historic site.
