Establishes the Michigan State Capitol Historic Site under exclusive control of the Michigan State Capitol Commission, consisting of the secretary of the senate, clerk of the house of representatives, and four appointed members with expertise or demonstrated interest in historic preservation and operations.

Requires all appointed commission members to be state residents and mandates that the secretary of the senate and clerk of the house alternate as chairperson and co-chairperson every 2 years, beginning January 1 of the first even-numbered year after the amendment's effective date.

Grants the commission authority to manage day-to-day operations, preserve historic integrity of the State Capitol Building, appoint a manager, employ staff, and contract for goods and services, while explicitly prohibiting the commission from controlling legislative space allocation, parking lot decisions, or security matters.

Clarifies that the commission cannot exercise authority over internal decisions of the senate or house of representatives regarding space allocation or security, including firearms and weapons policies within the Capitol historic site.

Makes the act conditional on Senate Bill No. 665 of the 101st Legislature being enacted into law.
