Updates litter violation language from "who" to "that" throughout statute and restructures penalty provisions for special litter categories (abandoned vehicles, vessels, ORVs, and snowmobiles).

Specifies that persons cannot be prosecuted under both the new balloon violation and existing litter volume penalties for the same balloons.
