Extends the statute of limitations for actions seeking natural resources damages or recovery of response activity costs related to hazardous substances not regulated by the state or federal government before July 1, 1994 to 6 years after initiation of physical on-site construction activities for remedial action.

Modifies the existing 6-year limitation period for recovery of response activity costs and natural resources damages to clarify it applies to regulated hazardous substances, with an exception for previously unregulated substances.

Clarifies that the July 1, 1994 deadline for recovery of natural resources damages that accrued before July 1, 1991 does not apply to unregulated hazardous substances.

Makes technical amendments changing "pursuant to" to "under" and "of/prior to" to "after/before" throughout the statute.

Declares subsection (3) to be curative legislation clarifying original legislative intent and applies the changes retroactively.
