Prioritizes grant awards to port facility owners with green marine certification or those applying to achieve it.

Requires grant recipients to maintain measurable annual goals and establish compliance with all state and federal environmental laws; applicants must certify no environmental violations in the 3 years prior to application.

Creates the maritime and port facility assistance fund in the state treasury, with money not lapsing to the general fund and available for appropriation only for grant program purposes.
