Requires the Department of Environmental Quality to forecast the Air Quality Index (AQI) at least 24 hours in advance and publicize forecasts on its website and through other means.

Mandates declaration of one or more "action days" for geographic areas when the AQI or PM 2.5 subindex is forecasted to reach moderate category or worse, with designation of "winter thermal inversion action days" for those occurring November through March.

Directs the department to review its AQI reporting and forecasting program within 180 days and revise ozone or PM 2.5 standards, voluntary pollution prevention measures, or industry emission restrictions as indicated by the review.

Requires the department director to convene a workgroup including public health experts, air quality experts, environmental organization representatives, and residents of high-pollution areas to study thermal inversions and recommend state actions to improve air quality and protect public health, with findings due within one year.

Takes effect 90 days after enactment.
