Requires new or renewal air permits filed after the bill's effective date to include a plan for reducing emissions during winter thermal inversion action days declared under section 5543.

Permittees must comply with their emissions reduction plans when winter thermal inversion action days are declared for their geographic area and promptly report compliance steps to the department.

Limits emissions averaging periods to 8 hours maximum during November through March for permits issued after the bill's effective date.

Restricts exceedances of average emissions limits to no more than 1/8 of the emissions averaging period duration during those same months.

Takes effect 90 days after enactment and is contingent upon Senate Bill No. 772 of the 101st Legislature being enacted into law.
