Expands enrollment eligibility for "qualifying strict discipline academies" (located in counties with populations of 600,000-700,000 or contiguous counties) to include pupils identified as requiring intense individual intervention for highly accelerated or severe academic/nonacademic needs, including tier 3 support under a multitiered system of supports.

Requires expedited special education evaluations for pupils referred to strict discipline academies who have no prior basis of knowledge of disability, and permits suspension or expulsion without educational services pending evaluation completion.

Mandates that strict discipline academies provide special education services and related services in accordance with the Individuals with Disabilities Education Act, including compliance with behavioral/disciplinary requirements under 34 CFR 300.530-300.536.

Corrects statutory cross-references from section 614 to section 1414 of the Individuals with Disabilities Education Act and makes technical language changes (replacing "shall" with "must").

Takes effect only upon enactment of Senate Bill No. 778 of the 101st Legislature.
