Allows unemployment agency to extend layoff waivers beyond 45 calendar days if employer notifies agency that layoff is due to parts shortage, with extensions limited to 45 days each and ending no later than December 31, 2022.

Removes parts shortage from the permanent extended layoff reasons in subsection (11)(b), making it applicable only through a new temporary extension mechanism in subsection (13).

Permits retroactive waiver applications for individuals laid off due to parts shortage on or before May 31, 2021, if employer notified the agency before May 31, 2021.

Waives work-seeking, registration, and availability requirements for employees during qualifying temporary or extended layoffs, with notification requirements for employers and time limits specified.
