Allocates up to $2,000,000 from the state school aid fund for districts to provide transportation card stipends to eligible pupils for fiscal year 2022.

Eligible pupils must be determined eligible for free or reduced-price meals, be state residents, live at least 1.5 miles from their school, and be enrolled under open enrollment provisions (sections 105 or 105c).

Districts must prioritize awarding card stipends to parents/guardians of eligible pupils who qualify for free meals, with selection through random-draw for remaining stipends.

Card stipends are capped at $1,400 per eligible pupil with a maximum of $25,000 per district and can be used for district transportation, public transit, or department-approved ride-sharing services.

Increases fiscal year 2022 state school aid fund appropriation by $1,000,000 (from $14,797,232,100 to $14,798,232,100).
