Replaces the word "shall" with "will" in sections 78b, 78c, and 78f regarding property forfeiture and foreclosure notices.

Adds requirement in sections 78b and 78c for county treasurers to include a warning statement in delinquent tax notices that payments made to local tax collecting units (rather than the county treasurer) cannot be applied to delinquent amounts and will not prevent foreclosure.

Adds the same warning statement requirement in section 78f for certified mail notices sent by county treasurers regarding property forfeiture for delinquent taxes.

Changes language in section 78f from "pursuant to" to "under" when referencing sections 78g and the mailing requirement in subsection (1).

Makes this amendatory act effective only if Senate Bill No. 809 of the 101st Legislature is enacted into law.
