• Establishes the "Extreme Risk Protection Order Act" allowing spouses, family members, law enforcement officers, and others to petition circuit courts to restrict firearm possession by individuals posing significant risk of injury to themselves or others.

• Authorizes courts to issue extreme risk protection orders requiring restrained individuals to surrender firearms within 24 hours and prohibiting firearm purchase or possession for 1 year, with possible annual extensions.

• Requires law enforcement agencies to enter orders into the law enforcement information network and report to the FBI and Bureau of Alcohol, Tobacco, Firearms, and Explosives; permits seizure of firearms if not voluntarily surrendered.

• Imposes criminal penalties for violating orders (up to 93 days imprisonment and $500 fine) and for knowingly making false statements in complaints (misdemeanor on first offense, felony on subsequent offenses with up to 5 years imprisonment).

• Takes effect only if Senate Bill 857 is enacted into law.
