Remote participation requires two-way communication and a public announcement at the start of the meeting identifying the legislator's physical location by county, city, township, village, and state (unless the absence is for military duty).

Establishes procedures for proxy voting on business before the state legislative body for absent members meeting the specified conditions.

Requires public notice of a legislator's absence and contact information provided in advance so constituents can provide input on upcoming business.

Defines "formal vote" as a vote on bills, amendments, resolutions, motions, proposals, recommendations, or other measures by which the state legislative body formulates public policy.
