Authorizes the Michigan Department of State Police and Department of Transportation to install and use automated speed enforcement systems in highway and street work zones to detect vehicles exceeding posted speed limits by 6 mph or more while workers are present.

Establishes a tiered penalty system for work zone speeding violations detected by automated systems: first violation results in written warning, second violation incurs civil fine up to $150, and third or subsequent violations incur civil fine up to $300.

Creates an automated speed enforcement system unit within the Department of State Police to oversee implementation, train operators, and provide sworn statements regarding recorded images as prima facie evidence in violation proceedings.

Establishes the work zone safety fund to receive civil fines from automated speed enforcement violations, with revenue used to coordinate police presence at work zones and fund traffic control devices that protect workers.

Requires the Department of State Police to submit a report to the legislature within 5 years detailing the number of citations issued and accounting for installation costs and revenue generated from automated speed enforcement systems.
