Allows pupils participating in work-based learning experiences or work-based learning experiences related to state-approved career and technical education programs to be counted as up to 0.75 full-time equated membership in addition to concurrent high school course enrollment, not to exceed 1.0 total full-time equated membership.

Prohibits the department from promulgating or enforcing rules requiring pupils in work-based learning experiences to be counted as less than 0.75 full-time equated membership, though districts may calculate lower amounts to ensure pupils meet graduation requirements on time.

Defines "work-based learning experience" as a learning experience coordinated by a district or public school academy through a training agreement with an employer providing paid or unpaid educational experience relating to school instruction.

Allocates $2,000,000.00 from the state school aid fund for fiscal year 2021-2022 as competitive grants to districts for payment of extra costs incurred by pupils participating in work-based learning experiences.

Increases the state school aid fund appropriation for fiscal year ending September 30, 2022 by $1,000,000.00 (from $14,797,232,100.00 to $14,798,232,100.00).
