Replaces references to "a person" with "an individual" throughout the vehicle code sections on speed limits for consistency in terminology.

Adds new subsection (3) to section 628 allowing county road commissions and township boards to establish speed limits on gravel or unimproved county highways by majority vote (including township board approval), or by both the county road commission and state police if the township opts out.

Establishes that costs for erecting, maintaining, or removing signs related to speed limits on gravel roads established under the new subsection (3) are paid by the township where the highway is located.

Clarifies that subsection (1) of section 628 (requiring unanimous approval for speed limit changes) does not apply to county highways with gravel or unimproved surfaces.

Updates the definition of "design speed" to reference the seventh edition (2018) of "A Policy on Geometric Design of Highways and Streets" instead of the sixth edition (2011).
