Requires the state transportation department to use crashworthy temporary traffic barriers when completely closing any freeway or portion of freeway for construction, improvement, repair, or bridge work, except during emergency repairs.

Mandates concrete barriers separate road workers from traffic whenever a portion of freeway is closed between a half hour after sunset and a half hour before sunrise, if the freeway is not completely closed to traffic.

Adds definitions for "crashworthy," "freeway," "highway," "Michigan manual on uniform traffic control devices," and "suitable barrier" to the existing road closure statute.

Clarifies that all highway closures under the act must use suitable barriers conforming to the Michigan manual on uniform traffic control devices at closure endpoints and intersections.
