Removes the prohibition on bargaining over contracts with third parties for noninstructional support services, allowing public school employers and unions to negotiate over this issue.

Eliminates the requirement that bargaining units be given an equal bidding opportunity on noninstructional support service contracts.

Removes obsolete provisions relating to state school reform/redesign school districts and chief executive officer oversight of schools.

Renumbers subsections throughout the statute to reflect the deletion of the noninstructional support services bargaining prohibition.

Makes technical changes to statutory language, replacing "shall" with "must" and "has the responsibility, authority, and right to" with "shall" for consistency.
