Prohibits health facilities and agencies receiving state money from using those funds to interfere with or discourage employee unionization, while preserving their right to engage in lawful collective bargaining activities.

Requires health facilities and agencies to maintain detailed records of all state money expenditures and submit quarterly reports to the Department of Health and Human Services within 30 days of each calendar quarter ending.

Authorizes the department to audit records on its own initiative or based on credible complaints to ensure compliance with record-keeping and reporting requirements.

Establishes civil liability for violations, allowing the Attorney General or any person to recover the full value of improperly expended state funds, with violating facilities becoming ineligible to receive state money for 3 years following judgment.

Defines "interfere with or discourage unionization" to include anti-union communications, hiring union-busting consultants, holding meetings to deter unionization, and planning activities to obstruct labor organization activities.
