Adds prohibition on employers offering or granting permanent replacement employee status to individuals who perform bargaining unit work during a labor dispute.

Prohibits employers from granting employment preference to individuals hired or willing to work during a labor dispute over employees who were employed when the dispute began.

Applies prohibition only to individuals seeking preference over employees who exercised collective bargaining rights and unconditionally offered to return to work.

Restructures Section 16 of the 1939 Labor Mediation Act from numbered paragraphs to lettered subsections (a) through (g) organizing existing and new unfair labor practices.

Makes technical language changes including replacing "unlawful" with "shall not," updating pronouns to gender-neutral terms, and correcting grammatical references.
