Modifies the grounds for discharge or demotion of teachers on continuing tenure under Michigan's tenure law (1937 PA 4).

Establishes two different standards depending on effective date: before the amendment, teachers can only be discharged for reasons that are "not arbitrary or capricious"; after the amendment, discharge is only permitted for "reasonable and just cause."

Maintains existing provisions allowing school boards to establish reasonable retirement policies that apply equally to all eligible teachers and to continue teacher contracts on a year-to-year basis beyond retirement age.

Takes effect only if Senate Bill No. 901 of the 101st Legislature is enacted into law (tie-bar provision).
