Creates the School and Local Government Financing Commission within the Department of Treasury, consisting of 11 members appointed by the governor with expertise in state and local finance.

Commission members serve 3-year terms and the governor may remove members for incompetence, dereliction of duty, malfeasance, nonfeasance, or other good cause.

Commission must review and investigate funding for local governments (counties, cities, villages, townships) and school/intermediate school districts to determine if funding is adequate, equitable, and stable, including review of Proposal A of 1994 and tax limitations.

Commission must submit specific determinations and a report to both houses of the legislature, the governor, and fiscal agencies within 2 years of the effective date.

Act automatically repeals 3 years after the effective date.
