Requires employers operating call centers with 50 or more employees to notify the Department of Labor and Economic Opportunity 30 days before relocating a call center or any facility/unit representing at least 30% of the call center's call volume to a foreign country.

Establishes a civil infraction with fines up to $10,000 for employers who violate the 30-day notification requirement.

Mandates the Department of Labor and Economic Opportunity publish a publicly accessible registry beginning 6 months after the act's effective date, updated every 6 months thereafter.

Registry must include employer name, relocation date, number of jobs relocated, and the location of the relocated call center facility (city and country).

Takes effect 90 days after enactment into law.
