Requires school districts and intermediate districts to publicly disclose annual budgets, expenditure summaries, collective bargaining agreements, health care benefit plans, audit reports, and procurement policies within 15 days of budget adoption through website links.

Mandates districts post superintendent and high-earning employee (over $100,000) compensation details, annual spending on association dues and lobbying services, credit card information, and out-of-state travel costs incurred by school administrators.

Adds requirements for districts with educational management organizations to disclose audited financial statements showing specific expenditures and detailed accounting of all fees and charges collected by the authorizing body.

Requires districts to post any notices of noncompliance received from state education officials and removes previous penalty provisions allowing the department to withhold up to 10% of school aid for non-compliance with disclosure requirements.

Takes effect 90 days after enactment into law.
