Senate Bill 932 Summary

• Replaces mandatory language ("shall") with permissive language ("must") throughout the Revised School Code sections governing public school academies, urban high school academies, and schools of excellence.

• Prohibits authorizing bodies from issuing new contracts for charter schools that would operate as successors to previously failing schools currently on the lowest-achieving schools list or undergoing corrective measures.

• Requires authorizing bodies to disapprove agreements with educational management organizations if those organizations operate schools currently on the lowest-achieving schools list.

• Restricts multi-site operations of charter schools until the authorizing body certifies that none of the school's current sites are on the lowest-achieving schools list.

• Requires accreditation of authorizing bodies and establishes additional oversight requirements to prevent establishment of charter schools at locations where previous contract schools failed.
