Adds definitions of cybersecurity-related terms including "cybersecurity assessment," "cybersecurity incident," "cybersecurity plan," and "cybersecurity vulnerability" to the Freedom of Information Act.

Defines "field name" as a label or identification element of a computer database that can be disclosed if doing so does not violate a software license.

Expands the definition of "public body" to include educational management organizations as defined in sections 503c and 521 of the Revised School Code, subjecting them to FOIA public records requests.

Clarifies that the judiciary and the office of the county clerk acting as clerk to the circuit court are excluded from the definition of public body under FOIA.

Makes minor clarifications to existing definitions, including changing "electronic mail" to "email" and "which" to "that" for grammatical consistency.
