Requires physicians to determine whether a fetal heartbeat is detectable before performing an abortion and inform the pregnant woman of the probability of maintaining the pregnancy if no heartbeat is detected.

Establishes informed consent requirements including a 24-hour waiting period, provision of fetal development depictions, written summaries of abortion procedures, prenatal care information, and screening for coercion to abort.

Requires physicians to provide patients with forms containing information about perinatal hospice care when a prenatal diagnostic test identifies a life-limiting condition, and information about support services for prenatally diagnosed conditions.

Mandates the Department of Health and Human Services create and maintain a clearinghouse with medically accurate information about life-limiting and prenatally diagnosed conditions, including treatment options, early intervention services, peer support groups, and adoption referrals.

Takes effect 90 days after enactment and applies penalties for violations under existing disciplinary provisions for health professionals.
