SB 940 Summary

• Creates an "eligible district" exemption (defined as eligible school districts under MCL 380.1249) allowing these districts to use only the 2021-2022 pupil membership count day for calculating 2022-2023 membership instead of the standard 90/10 calculation.

• Exempts eligible districts from minimum instructional hour and day requirements (1,098 hours and 180 days) for 2021-2022 if they met those requirements in 2020-2021.

• Waives attendance percentage requirements (75% attendance thresholds) for eligible districts in 2021-2022 that would normally result in state aid reductions for low attendance days.

• Exempts eligible districts from administering the Michigan Merit Examination and state assessments (M-STEP) for 2021-2022 if the U.S. Department of Education waives federal assessment requirements.

• Takes effect only if Senate Bill No. 941 of the 101st Legislature is also enacted into law.
