Senate Bill 942 Summary

• Establishes a "school counselor credential" as a distinct license requirement, replacing the previous requirement that counselors hold a teaching certificate with school counseling endorsement.

• Reduces experience requirement for out-of-state school counselors from 5 years to 3 years of successful experience in a school counseling role in another state, country, or federally recognized Indian tribe.

• Authorizes the superintendent of public instruction to issue preliminary school counselor licenses to individuals enrolled in approved programs who have completed at least 30 semester hours and passed the guidance counselor examination.

• Allows issuance of nonrenewable temporary school counselor licenses valid for 1 year to out-of-state licensed counselors who meet all Michigan requirements except passage of state examinations.

• Permits denial of Michigan school counselor credentials for fraud, material misrepresentation, concealment in license applications, or convictions that would warrant suspension or revocation under state law.
