Prohibits the state health director and local health officers from issuing emergency orders that restrict firearm sales, ammunition sales, shooting ranges, or firearms safety training during epidemics.

Prevents emergency orders from suspending lawful hunting, fishing, or trapping activities or businesses that facilitate these activities during epidemic control measures.

Bars restrictions or quantity limitations on the sale or servicing of firearms, ammunition, ammunition-reloading equipment, or deadly weapons other than firearms during emergency orders.

Allows persons harmed by emergency orders violating these restrictions to sue for damages, injunctive relief, declaratory relief, and recover attorney fees and court costs from the court.

Updates references in Section 2453 from "department of agriculture" to "department of agriculture and rural development" and corrects technical language throughout both amended sections.
