Prohibits the governor from regulating, restricting, or prohibiting the lawful possession, carrying, sale, transportation, or use of firearms, ammunition, ammunition-reloading equipment, or deadly weapons during declared states of disaster or emergency.

Prevents the governor from requiring firearm owner registration, seizing or commandeering firearms and ammunition, or suspending business operations of firearms dealers, shooting ranges, or firearms training entities during emergency declarations.

Restricts the governor from imposing quantity limitations on the sale or servicing of firearms and ammunition, or suspending lawful hunting, fishing, and trapping activities during declared emergencies.

Allows persons, groups, or entities adversely affected by violations of these restrictions to file civil actions for damages, injunctive relief, or declaratory relief, with courts required to award reasonable court costs and attorney fees to prevailing plaintiffs.

Clarifies that existing emergency management powers do not authorize seizure or confiscation of lawfully possessed firearms or ammunition.
