Changes vessel registration permit fee from $10.00 to $10.00 for vessels being removed out of state under subsection (3), maintaining the same fee amount.

Establishes two fee schedules for vessel certificates of number and decals: one for periods ending March 31, 2025, and a new schedule for periods beginning April 1, 2023 or later, with significantly increased fees across most vessel categories.

Increases vessel registration validity period from 3 years to 6 years for certificates issued beginning in 2023 or thereafter, while maintaining the 3-year period for certificates issued in 2020, 2021, or 2022.

Increases the government vessel registration fee from $3.00 to $6.00 for vessels not used for recreational, commercial, or rental purposes.

Makes technical corrections throughout the statute including changing "pursuant to" to "under," "forms" to "form," "coast guard" to "Coast Guard," and various subsection renumbering from (7) through (24) to (8) through (25).
