Establishes a county broadband completion grant program administered by the Department of Technology, Management, and Budget to expand broadband access statewide.

Defines broadband as retail service delivering speeds of at least 100 megabits per second downstream and 20 megabits per second upstream, excluding satellite service.

Grants may cover up to 80% of total broadband expansion plan costs, with counties required to provide at least 20% of funding from county or local municipal sources and contract with an internet service provider.

Grants preference to applications demonstrating cost savings through resource coordination with local municipalities and where the internet service provider contributes at least 5% toward the county's cost share.

Broadband expansion plans must be completed within 10 years of receiving a grant, or within a federal timeframe if federal funding is used and federal law prescribes a completion deadline.
