Authorizes the Department of Military and Veterans Affairs to acquire, purchase, or designate state-owned land in a county with a population between 12,500 and 13,500 as a veterans cemetery.

Establishes the veterans cemetery fund in the state treasury to receive money and assets from any source, with interest and earnings credited to the fund that do not lapse at fiscal year end.

Permits expenditures from the fund for architectural/engineering design, environmental studies, expenses to qualify for federal grants under 38 USC 2408, land preparation, and ongoing cemetery operations.

Requires the director to administer the veterans cemetery in compliance with all applicable federal laws and regulations.

Took effect immediately upon approval on December 22, 2022.
