Amends the strategic outreach and attraction reserve fund to add a cap of $2,500,000,000, with any excess amount reverting to the general fund at fiscal year-end.

Clarifies that restricted, obligated, or committed money in the fund is excluded from the reversion calculation and does not count toward the $2.5 billion cap.

Maintains the fund's existing purposes: supporting the critical industry program and Michigan strategic site readiness program under the Michigan strategic fund act.

Requires annual reports to the legislature, governor, and fiscal agencies by March 15 describing fund activities.

Takes effect only if Senate Bills 981 and 983 of the 101st Legislature are also enacted into law.
